Even as the whole country is recovering from the frenzy that surrounded Anna Hazare’s anti-corruption movement, we need to ask ourselves the question: Will the Lokpal really do anything? It is a known fact that this country is in an advanced stage of a dangerous cancer called ‘Corruption’. At such an advanced stage, will a new doctor, ‘The lokpal’ really help? I do not think so. Though it might manage to create some sort of fear among higher bureaucrats and lower bureaucrats too(if the Jan Lokpal bill is introduced), it will not have any impact on the police constable who asks for bribes calmly without any fear of the Lokpal, the Lokayukta or the media. The people paying bribes to police constables are helpless too, as they would rather pay a bribe of Rs.50 rather than a fine of Rs.250. It is only the high profile government servants such as politicians, bureaucrats and officers who will face the music(Even that, after a long hearing and trial). In this country, you cannot get a driving license without paying a bribe of at least Rs.500(In tier-2 cities. In metros, i do not know). No lokpal can do anything about it. Even if it does and dismisses the person in question, another person will occupy that position and do the same. It is a vicious circle. Clerks in government offices are excellent at procrastination unless you give them a bribe. The lokpal cannot change this. However, there is scope for optimism. The lokpal will definitely instill a sense of confidence in the minds of all Indians that they can live their lives without having to bribe a government official every once in a while. It will also definitely create a sense of fear in the minds of all corrupt people in the country. The arrests of Suresh Kalmadi, A Raja, Kanimozhi and most recently, Janardhan Reddy has instilled a belief that the passing of the Lokpal bill will definitely help in uncovering more scams concerning public money and punish the guilty. Only time will tell what’s going to happen next.
